Without objection, it was so ordered. Recede message stating the House failed to concur in the Senate amendments to CS FOR HOUSE BILL NO. 297(FIN) "An Act recognizing the Alaska Housing Finance Corporation as the authorizing agency to approve home energy rating systems for the state; and providing for an effective date" and respectfully requests the Senate to recede from its amendments, namely: SENATE CS FOR CS FOR HOUSE BILL NO. 297(FIN) am S "An Act recognizing the Alaska Housing Finance Corporation as the authorizing agency to approve home energy rating systems for the state; relating to the Alaska Industrial Development and Export Authority revolving fund; limiting the use of the Alaska Industrial Development and Export Authority sustainable energy transmission and supply development fund for certain loans and loan guarantees and allowing the development fund to be used as security for a bond guarantee; amending the definition of 'qualified energy development'; authorizing the Alaska Industrial Development and Export Authority to issue bonds to finance the infrastructure and construction costs of the Bokan-Dotson Ridge rare earth element project and the Niblack project; relating to legislative approval for a loan 2014-04-19 Senate Journal Page 2628 from the power project fund for the Blue Lake hydroelectric project; and providing for an effective date." (Title Change SCR 24) Senator Coghill moved that the Senate recede from its amendments. The question being: "Shall the Senate recede from its amendments?" YEAS: 19 NAYS: 0 EXCUSED: 0 ABSENT: 1 Yeas: Bishop, Coghill, Dunleavy, Egan, Ellis, Fairclough, French, Gardner, Giessel, Hoffman, Huggins, Kelly, McGuire, Meyer, Micciche, Olson, Stedman, Stevens, Wielechowski Absent: Dyson and so, the Senate receded from its amendments, thus adopting CS FOR HOUSE BILL NO. 297(FIN) "An Act recognizing the Alaska Housing Finance Corporation as the authorizing agency to approve home energy rating systems for the state; and providing for an effective date." Senator Coghill moved and asked unanimous consent that the vote to recede from the Senate amendments be considered the vote on the effective date clause. Without objection, it was so ordered. The Secretary was requested to notify the House.
